The Ely Comprehensive Plan uses the concept of “land use” to describe how the City looks and functions now and in the desired future. “Land use” is related to, and sometimes confused with, other policy and regulatory elements such as zoning districts, land cover, building types, and economic and natural infrastructure. Land use describes literally how the land is being used, distinctly separate from these other elements.
